I think requiring students to have cameras on is an equity issue. Some students may not have strong access to internet that allows them to have their camera on. Others may not feel comfortable letting their teacher and classmates see what's going on in the backgrounds. Forcing students to have cameras on feels like policing them in their own homes. I'm going to encourage students to put them on if they feel comfortable doing so but requiring them to be on feels the same to me as forcing a student to speak in class.
