Although in global terms the earthquake was relatively close to the contact zone between the Cocos and North American plates, the earthquake occurred due to the effect of a normal fault, at a depth of about 50 km.

The alert was activated eleven seconds after the earthquake started, just when the waves reached the city, which did not allow a complete evacuation.

The area where Morelos and Puebla are located is usually the epicenter of some earthquakes, among which, one of the largest was the one that occurred in 1999, which left damage in Puebla and several municipalities in the south of the state. 
This specific earthquake was produced by extensive stresses by the Cocos plate. The geological faults associated with these earthquakes are known as "normal faults".

We all know that most of  7.the buildings in Mexico City are built on soft sediments from the ancient lakes that existed in the valley. These sediments cause an enormous amplification of seismic waves in Mexico City that is probably the largest reported in the world

This makes sense, as the 1985 quake released 32 times more seismic energy than the September 19, 2017 quake.   
But the epicenter of the 85' earthquake was far off the coast of the state of Michoacán, more than 400 km from the city, which is why the 2017 earthquake caused buildings to be shaken by the coco plate only 120 km from the capital.

Under the coasts of the state of Guerrero, for example, there is a seismic gap of 250 km in length where an earthquake of magnitude greater than 8 could occur.
This segment is about 300 km from Mexico City. That is, approximately 150 km closer than the epicentral zone of the 1985 earthquake. Estimates made by UNAM seismologists suggest that, if this earthquake were to occur in the future, the accelerations of the soft ground in Mexico City could be, under certain conditions, greater than those of the 1985 earthquake.
