         <description><![CDATA[<div><strong><br>Legislative Leader<br></strong><br></div><div>Only Congress has the actual power to make laws, but the Constitution gives the president power to influence Congress in its lawmaking. Presidents may urge Congress to pass new laws or veto bills that they do not favor.<br><br> <strong>Chief of Party<br></strong><br></div><div>In this role, the president helps members of his or her political party get elected or appointed to office. The president campaigns for those members who have supported his or her policies. At the end of a term, the president may campaign for reelection.          <description><![CDATA[<div>Presidents have become more powerful over time. The power rush is extremely important. The President is the most powerful person in the world but the Constitution's drafters did not expect this to be the case. Throughout the 1800s until the 1930s, Congress was the dominant branch of the national government. Then, throughout the rest of the 20th Century, the balance of power shifted dramatically, so that the executive branch currently has at least equal power to the legislative branch.</div>]]></description>
