The driving force of the war from the very beginning came from the Korean Leaders to unite Korea under their own rule. While they asked for the aid of the major superpowers, it is their nationalistic ideals that drove them in the first place. Furthermore, the reluctance in armistice signing from both Korean leaders as well as the protests from citizens of both side for a united Korea enforces the idea that the Korean War conflict was one of civil conflict.

Kim Il Sung was the one who kept seeking approval from USSR to invade South Korea, instead of USSR themselves who invaded SK. Furthermore, USSR only provided NK with advisors and military weapons. 

In this sense, Syngman Rhee and Kim were the main agents that pushed for the Korean war, and hence the K war is mainly a civil conflict
