The Winnipeg General Strike was not good for employers because it meant that at the time they would have no one working for them. They were even more concerned that if the strike had an effect and unions persuaded the government to provide better workers' rights, it would mean that employers would have to pay their workers more. The government had to decide whether they wanted to please the workers and unions or the employers. They decided to appeal to the employers and try to get the strikes to stop so that work could begin once more and slowly start rebuilding the economy. They also took the side of the Citizens Committee of 1000 and tried to end the strikes to prevent the rise of Bolshevism. Hope is what drives people to do things. Nothing works without hope. When people decide that the government and their employers aren't being fair, that they need a change, they have hope. They believe that by striking, something will be done to help them. When force and threats are used to get them back to work without solving any of their problems, they're losing faith in their government and the people who are supposed to be looking out for them.
