We know this was deliberate, because he is an excellent marksman.

We know that Donlon was suffering from severe migraines, and had three blackouts the morning of the attack, and he had a protruding forehead.  This may indicate he has some sort of brain disability.  He was obsessive about little things such as his socks and his high IQ indicates something along the sorts that he is a sociopath.

- Social (neglected by parents, perhaps bullied for protruding forehead in school)

Probably prescribed medication due to being hospitalized by seizures but probably didn't take it as he couldn't stop hearing voices and he thought killing people would stop the voices. He also had mental issues at a very young age.

Many of his attacks may have been due to his girlfriend leaving him, because most of his attacks where on blond women.
