1. Create a sense of urgency 
- communicate to residents the deadline which URA will take over the plot of land
-flats are really old and lack the facilities and infrastructure to cater to the elderly
- Focus groups/ surveys through volunteers residents to gather residents' concerns


2. Create a guiding coalition 
- befrienders
- Residents themselves ( positive)
-Grassroots volunteers
- Children of the residents
-Residents ( negative)

3. Develop a change vision
-Identify what is important to the residents in their new community
- New community in new estate
- Emphasize on safety and convenience and community infrastructure
- a Tag line which residents can relate to.

 4. Communicate the vision 
- That they will be getting a brand new home with newer facilities catered to the elderly
- Volunteers can have door to door visits to explain
- Addressing the concerns of residents and linking it back to the vision. 

5. Remove the obstacles 
- volunteers to help with packing/moving
- cheap quotation through bulk request by moving companies
- Bulky items removal through town council

6. Create short term wins 
- free welcome gifts to community
- free mahjong sets
- community get together sessions.  Mahjong sessions/karaoke

7. Build on the change 
- continue to have regular community sessions
- review on what else can be improved after moving in.

1. Drive the Urgency 
Timeline- not stated- resident not able to decide but decided by the government 
Opportunities - replacement housing 
Sell the idea of old house unsafe living conditions, upgrading to a safer environment 
Elderly assistance - safety feature in the house(Fall incident) 
 
Government paying the house owners to move from the old flat
Decision to move to a new location (Upgrade) stay with the same group increase familiarity 

2. Guiding coalition 
Resident committee to help sell the idea through focus dialogue - sell the idea to a better and better integration (Medical care, newer housing facilities 
Leverage on supporting owners to buy-in the idea


3. Develop a change vision 
Adhere to Government initiatives. 
 Elderly assistance safety, medical access facilities , other supporting community, transportation hub, amenities (Market, hawker centres) Community area, to gather play mahjong, 


4. Communicate the vision 
Whole same neighbourhood will be together 
Sustainable living - urban farming 
Funding - fair payment options and buying of new house
HDB showing the video of the new town 
Find volunteers to speak in their language (allow to better express ideas) 


5. Remove the obstacles 
Soft obstacles like mistrust of the government message inertia to agree to move, destroying the community spirit etc 
Address the individual concerns through house to house visits
Town council to provide removal services at affordable rates 
Good chance to Spark JOY... 
Allow them to choose their own neighbours or select new ones
Actual showflats of the new location/ house (allow to visualise) 


6.Create short term wins
Show the volunteers that are having better time at the new estate
Moving in batches from those supportive ones to show that their lives are better 
Motivations to residents who have moved a green voucher

Safety concerns in the old buildings , lighting poor e.t.c.
And lack of elderly facilities (grab bar, anti slip floor)

2. Create a guiding coalition
Identify the keen ones to be part of coalition, the more influential (like the mahjong head as the influencer to motivate them to move)

3. Develop a change vision
(all happy together, Hokkien)

Picture scenario of  more safety features, safe, cleaner, vibrant, nice environment (got young people to help them carry things), near amenities, better facilities, lesser maintenances issues to worry about 

More senior activities in the new place


4. Communicate the vision
HDB contact officer with various members (grassroot leaders, RC members, volunteers,  to regularly talk to them about the good things of changing.

Shuttle bus to bring them to see the new estates. With lunches provided. 

5. Remove the obstacles
1. Take care of financial issues, such as free movers. 
2. More subsidies for the flats. 
3. Furniture allowances 
4. Priorities to choose units 
5. Relocation could be to places near the children homes (for those with families). 

6. Create short term wins
1. Arrange more shuttle bus to bring them to see the new estates. With lunches & dinner provided. 
2. More incentives for those opted in early. Early bird unit discounts.  
3. Video of those who have moved, share success story and their happy life in the new place  


7. Build on the change 
1. What went right?
2. Set goals for momentum?
3. Set ideas fresh. 
4. For those who we still resist, what other strategies to do?


8. Anchor the changes in the culture.
