It started out as a monarchy but soon was replaced with what the Athenians called "demokratia" which is pretty much democracy, more specifically, a direct democracy.

-The government included an assembly called "the Ecclesia" which was open to males age 18 or up. The agenda was made by "The Boule" which was a council of 500. Power came from the people. 

-Athens finally reached it's peak but then it was weakened by the Peloponnesian War and later Conquest by the Macedonians. The Romans took what remained.
