I think Roosevelt was a good leader, telling them that they have nothing to fear except for fear - this is a really good reminder. I believe that this speech is more of a prep talk then a normal speech to just the people, but the soldiers that are going to get sent out.

I believe that this was a way to get the people to know what is happening during this time of fear, and to get then to be hopeful.
