- Significant as the secretary of education is someone who has a background in education and holds a masters degree in bilingual education. The country finally has someone who will be able to be efficient at their job.

California Department of Education unveils a program called Global California 2030 in 2018 (Baker & Wright, 2021)
- The passing of proposition 58 allowed for the implementation of this program. The program will allow California to increase the number of multilingual schools they have by the year 2030. This means that during the time period 2021-2024, many schools in California are working towards becoming multilingual.

In the year 2021, a new era began for education within the United States as the new person appointed for Secretary of Education was a professional who was qualified and had experience with bilingual education. In states like California, we are seeing efforts being made to promote bilingual education through the implementation of the program Global California 2030, which focuses on increasing the number of multilingual schools throughout our current times.

In the early 2020's, we see more funding and resources towards bilingual education due to new people in positions of power, such as the U.S. Secretary of Education Miguel Cardona and his multilingual initiative. The government demonstrates this positive shift through grants that help fund educational language programs and their communities, such as for indigenous peoples, e.g. Native Hawaiians and Americans.

Miguel Cardona is the current US Secretary of Education appointed by President Joe Biden in 2021 known for his multilingual agenda and goals. He was a former ELL with an extensive academic background in education, including bilingual, and years of work experience in public education as an elementary school teacher, principal, and district administrator. Cardona launched the initiative “Being Bilingual is a Superpower” in 2023 to promote multilingual education, support top-notch language programs and a diverse multilingual educator workforce as he believes the nation cannot seize its full potential in the global economy without multilingualism.

Jack Markell was Governor of Delaware from 2009-2017. In 2011, he launched a World Language Expansion Initiative in which he advocated for language immersion programs due to their ability to attract more business opportunities for students in a bilingual workforce. His advocacy dug the groundwork for dual language immersion programs in Delaware and eventually paved the way for the 2020/2021 school year, when 44 schools housed such programs in Chinese and Spanish at 15 sites.
