Le Corbusier was working when art deco was at its most popular, and his style is very minimal. He built and designed with bold and simple components. He was one of the first architects to use rough concrete. Unlike art deco, Le Corbusier has simple exteriors relying mores on the sculptural nature of the actual building rather than exterior decorations that did not contribute to the structure of the building. Along with the simplicity and lack of non functional attachments to the exteriors of the building, it is in the European tradition of the time, much like Bauhaus and the arts and crafts movement before it.

The arts and crafts movement of the late 19th century was all about function over form and how all of the parts of a work had to have a real world function, Le Corbusier and his peers in the Bauhaus movement, took this approach to architecture, adding no superfluous parts to the exterior of the buildings.
