That means that there is an average size (for adults, penis size averages around 5 inches when fully erect). Just like some people have bigger or small feet or bigger or smaller noses or bigger or smaller ears, some people have a bigger or smaller penises. The size of your penis will change and will likely continue to grow throughout your teenage years.  If you are on the smaller end of the spectrum (for now) it's likely nothing to worry about. Luckily, having a larger penis does not make you a better man. Even if you penis is smaller than average it does not mean there is anything wrong with you or that your penis will not work any better or worse than a larger penis. Hopefully that answers your question.
