The tour is called "Maid of the mist" , the name of the ferry.  The history starts here, The original Maid of the Mist was built at a landing near Niagara Falls on the American side of the border. In 1846 the boat was christened but surprisingly now for sight seeing.  The two-stage barge-like steamer was designed primarily as a link for a proposed ferry service between New York City and York (Toronto, Canada). The ferry was 72 feet long. The ferry did well until 1848, when the opening of a suspension bridge between the United States and Canada cut into the ferry traffic. In the picture there are people standing on a railed off ledge. On this ledge you are looking straight across the top of the falls, and if you look down you can watch it hit the water at the bottom.
