Although he campaigned on the promise that no American soldiers would be sent to Vietnam, after the Gulf of Tonkin Incident, Johnson ordered Operation Rolling Thunder and sent the first combat troops. After that, the number of troops deployed to Vietnam only steadily increased, reaching over 500,000 in '68, while President Johnson's approval rating plunged.
