         <description><![CDATA[<p><strong>Pedagogical Conditions for the Development of Dual Education in Higher Education of Kyrgyzstan and China</strong></p><p><strong>Abstract</strong></p><p>Dual education, as an innovative educational model integrating theoretical classroom teaching and practical workplace training, has become a core driving force for reforming higher vocational and professional education worldwide. Against the backdrop of the Belt and Road Initiative and bilateral educational cooperation between China and Kyrgyzstan, dual education in higher education has gained unprecedented development opportunities, while the construction of systematic pedagogical conditions has become a key factor restricting its high-quality development. This paper systematically explores the core pedagogical conditions supporting dual education development in higher education of China and Kyrgyzstan, analyzes the similarities and differences in policy systems, curriculum design, teacher team construction, school-enterprise cooperation mechanisms and teaching evaluation systems between the two countries, and summarizes the existing bottlenecks in pedagogical condition construction. On this basis, it proposes targeted optimization strategies for bilateral dual education cooperation, aiming to provide theoretical support and practical reference for the sustainable development of dual higher education in the two countries, and promote the cultivation of high-quality applied talents adaptable to regional economic and social development.</p><p><strong>Keywords</strong>: Dual Education; Higher Education; Pedagogical Conditions; Educational Cooperation; Kyrgyzstan; China</p>]]></description>

Introduction</strong></p><p>With the deepening of global educational internationalization and regional economic integration, higher education is shifting from academic-oriented talent cultivation to applied and innovative talent training. Dual education, originating from the German vocational education model, features complementary integration of school theoretical teaching and enterprise practical training, effectively solving the disconnection between higher education talent cultivation and industrial market demand, and has been widely promoted and localized by various countries . Pedagogical conditions, as the sum of policy guarantee, curriculum resources, teaching faculty, practical platforms, evaluation mechanisms and other supporting elements required for the implementation of dual education, determine the implementation effect, operational quality and sustainable development capacity of dual education in higher education .</p><p>As important cooperative partners in Central Asia under the Belt and Road framework, China and Kyrgyzstan have maintained frequent higher education exchanges and cooperation in recent years. Kyrgyzstan is actively promoting the modernization reform of higher education, focusing on integrating education, science, innovation and industrial production, and taking dual education as a key direction for higher vocational education transformation . China has formed a relatively mature localized dual education system after years of exploration, with perfect policy support systems and rich school-enterprise cooperation experience. However, due to differences in national educational systems, economic development levels and educational resource endowments, the pedagogical conditions for dual education development in higher education of the two countries show significant heterogeneity, and there are common problems such as imperfect resource allocation and unbalanced cooperation mechanisms.</p><p>At present, most existing studies focus on the independent development of dual education in a single country or macroscopic bilateral educational cooperation, while targeted comparative research on the pedagogical conditions of dual higher education in China and Kyrgyzstan is relatively scarce. Based on the connotation of dual education pedagogical conditions, this paper constructs an analysis framework covering policy, curriculum, faculty, platform and evaluation, compares and analyzes the current development status and deficiencies of pedagogical conditions in the two countries, and puts forward collaborative optimization paths, so as to provide new ideas for deepening Sino-Kyrgyz higher education cooperation and improving the quality of applied talent cultivation.</p><p><strong>2. Connotation and Composition of Pedagogical Conditions for Dual Higher Education</strong></p><p>Pedagogical conditions for dual higher education refer to the systematic teaching support system formed by various essential elements to ensure the effective operation of the "school-enterprise dual-subject, theory-practice dual-linkage" education model. Different from traditional academic higher education, dual education emphasizes the duality of teaching subjects, teaching scenarios and teaching contents, so its pedagogical conditions have the characteristics of systematization, practicality and collaboration . Combined with the practical development of dual education in various countries, the core pedagogical conditions mainly include five dimensions.</p><p>First, policy and institutional conditions. It is the top-level design guarantee for the development of dual education, including national educational policies, industry cooperation regulations, talent cultivation standards and school-running autonomy policies of universities, which standardize the rights and obligations of schools, enterprises and governments in dual education implementation . Second, curriculum and teaching resource conditions. It covers dual curriculum systems integrating theoretical knowledge and professional skills, teaching materials adapted to industrial development, digital teaching resources and professional teaching design schemes, which are the core carriers of dual talent cultivation.</p><p>Third, faculty conditions. Dual education requires a "dual-qualified" teacher team with both academic teaching ability and enterprise practical experience, including university professional teachers and enterprise technical mentors, which is the key core of ensuring teaching quality . Fourth, practical platform conditions. It includes on-campus training bases and off-campus enterprise practice bases, providing scenario-based teaching environments for students' professional skill training and post practice. Fifth, teaching evaluation and management conditions. It refers to the dual evaluation system of school academic assessment and enterprise skill assessment, as well as the daily teaching management mechanism of school-enterprise collaborative education, which is the supervision guarantee for the standardized operation of dual education.</p>]]></description>

In terms of policy and institutional conditions, the Chinese government has issued a series of policies to support the development of dual vocational education, clarifying the main responsibilities of governments, universities and enterprises in collaborative education, and encouraging universities to carry out school-enterprise cooperation, order-based training and modern apprenticeship programs. Local governments have also formulated supporting implementation rules, forming a multi-level policy guarantee system from the national level to local institutions of higher education .</p><p>In terms of curriculum and resource construction, Chinese universities have built industry-oriented dual curriculum systems, breaking the traditional single theoretical curriculum setting. According to the post skill standards of emerging industries and traditional advantageous industries, universities integrate professional theoretical courses and practical skill courses, develop customized teaching materials and modular curriculum resources, and popularize digital teaching platforms and virtual simulation training resources to adapt to the development of modern dual education . In terms of faculty construction, China has established a standardized training and introduction mechanism for "dual-qualified" teachers, requiring professional teachers in higher vocational colleges to have enterprise work experience, and employing enterprise technical backbones and skilled masters as part-time teachers to form a dual teaching team.</p><p>In terms of practical platforms and evaluation mechanisms, Chinese universities have built a large number of on-campus integrated training bases and off-campus school-enterprise cooperative practice bases, realizing the seamless connection between classroom teaching and post practice. Meanwhile, a diversified dual evaluation system has been established, combining school academic performance assessment, enterprise practical skill evaluation and comprehensive quality evaluation, which effectively ensures the practical effect of dual talent cultivation.</p><p><strong>3.2 Development Status in Kyrgyzstan</strong></p><p>In recent years, Kyrgyzstan has actively promoted the transformation and upgrading of higher education, taking dual education as an important measure to connect higher education with national economic development and industrial talent demand . In terms of policy conditions, the Kyrgyz Ministry of Education and Science has launched higher education modernization reform policies, focusing on promoting the integration of education, science and production, encouraging universities to carry out international cooperative education and school-enterprise collaborative training, and providing institutional support for the development of dual higher education . At the same time, Kyrgyzstan has actively participated in international educational programs such as Erasmus+, learning from European dual education models to optimize the top-level design of local dual education .</p><p>In terms of curriculum and resource construction, Kyrgyz universities are in the stage of curriculum reform and optimization. On the basis of retaining traditional academic courses, they have added practical professional courses adapted to local industries such as tourism, mechanical manufacturing and language service. Driven by national digital education strategies, Kyrgyzstan is gradually promoting the digital transformation of higher education, building virtual teaching platforms and distance training resources to make up for the shortage of offline practical teaching resources . In terms of faculty construction, Kyrgyzstan focuses on teacher international training and academic exchange, carrying out teacher mutual visit programs with China, Russia and other countries to improve teachers' professional teaching ability and practical guidance level.</p><p>In terms of practical platforms and evaluation mechanisms, restricted by economic development level, Kyrgyzstan's on-campus professional training bases are insufficient, and off-campus school-enterprise cooperation platforms are relatively single, mainly relying on international cooperative projects and a small number of local enterprises to carry out practical teaching. The teaching evaluation system is still dominated by traditional academic assessment, and the enterprise practical skill evaluation mechanism is not perfect, which restricts the further improvement of dual education quality .</p><p><strong>4. Comparative Analysis of Pedagogical Conditions Between China and Kyrgyzstan</strong></p><p><strong>4.1 Similarities</strong></p><p>First, consistent development orientation. Both China and Kyrgyzstan take dual higher education as an important direction of higher education reform, aiming to break the disconnection between higher education talent cultivation and industrial market demand, and cultivate high-quality applied talents for national economic and social development . Second, consistent policy support orientation. Both governments attach great importance to the top-level design of dual education, introduce special reform policies, and encourage universities to carry out school-enterprise collaborative education and international educational cooperation to optimize dual education teaching conditions .</p><p>Third, consistent development trend of digitalization. Both countries promote the digital construction of dual education, build online teaching platforms and virtual simulation training resources, and use information technology to make up for the deficiencies of traditional practical teaching conditions and expand the coverage of dual education resources . Fourth, consistent emphasis on international cooperation. Both countries carry out cross-border dual education cooperation, realize resource sharing and teacher exchange, and promote the localized development of dual education by learning from advanced international educational models .</p><p><strong>4.2 Differences</strong></p><p>First, differences in policy system completeness. China has formed a complete, hierarchical and systematic dual education policy system with clear responsibilities of government, schools and enterprises, and perfect supporting implementation measures. Kyrgyzstan's dual education policies are mostly macroscopic guiding documents, lacking detailed implementation rules and supervision and incentive mechanisms for school-enterprise cooperation, and the policy landing effect is limited .</p><p>Second, differences in curriculum resource construction. China's dual curriculum system is closely linked to industrial development, with modular, customized curriculum settings and rich supporting teaching materials and practical resources, which can dynamically adjust with industrial upgrading. Kyrgyzstan's dual curriculum reform is relatively lagging, the curriculum content is relatively old, the connection with local emerging industries is insufficient, and the types of professional teaching resources are single .</p><p>Third, differences in faculty construction level. China has a sound "dual-qualified" teacher training and assessment mechanism, with a large number of professional teachers with rich practical experience. Kyrgyzstan's dual teacher team construction is insufficient, most teachers lack front-line enterprise practical experience, and the number of enterprise part-time teachers is small, resulting in weak practical teaching ability .</p><p>Fourth, differences in practical platform scale and evaluation mechanism. China has a complete school-enterprise practical teaching platform system, with diversified practice bases and perfect dual evaluation mechanisms. Kyrgyzstan is restricted by economic and industrial conditions, the construction of practical teaching platforms is insufficient, the school-enterprise cooperation depth is limited, and the dual teaching evaluation system is not yet mature, focusing more on theoretical assessment while ignoring practical ability assessment .</p>]]></description>

The asymmetric resource endowment leads to unbalanced development of bilateral dual education cooperation, and it is difficult to realize efficient resource docking and complementary advantages .</p><p><strong>5.2 Imperfect Bilateral Cooperative Teaching Mechanism</strong></p><p>Although Sino-Kyrgyz higher education cooperation has been carried out continuously, the dual education cooperative teaching mechanism is not perfect. At present, bilateral cooperation is mostly limited to student exchange, teacher visits and short-term training, lacking long-term stable school-enterprise collaborative education platforms and joint curriculum development mechanisms. There is no unified dual talent cultivation standard and teaching management system, resulting in inconsistent teaching quality in cooperative projects and difficulty in forming a sustainable cooperative development model .</p><p><strong>5.3 Disconnection Between Curriculum Setting and Industrial Demand</strong></p><p>In the dual education of the two countries, there is a common problem of disconnection between curriculum setting and industrial demand, especially in Kyrgyzstan. The curriculum update speed is slow, and the professional teaching content cannot keep up with the upgrading of local industries and international industrial development. In Sino-Kyrgyz cooperative dual education projects, the curriculum docking is insufficient, lacking targeted curriculum design for regional characteristic industries, which affects the matching degree of talent cultivation and market demand .</p><p><strong>5.4 Deficient Dual Teaching Evaluation and Supervision System</strong></p><p>Both countries have deficiencies in the construction of dual teaching evaluation systems. China's evaluation system pays more attention to process assessment but still has the problem of insufficient enterprise participation. Kyrgyzstan's evaluation system is still dominated by traditional academic assessment, lacking scientific and standardized practical skill evaluation indicators. In bilateral cooperative education, there is no unified cross-border teaching evaluation standard and quality supervision mechanism, which makes it difficult to guarantee the consistent quality of dual talent cultivation .</p><p><strong>6. Optimization Strategies for Pedagogical Conditions of Sino-Kyrgyz Dual Higher Education</strong></p><p><strong>6.1 Improve Bilateral Cooperative Policy and Institutional Guarantee</strong></p><p>The two countries should further strengthen policy docking, jointly formulate special cooperation plans for dual higher education under the Belt and Road educational cooperation framework, and clarify the rights, obligations and cooperation mechanisms of governments, universities and enterprises of the two countries. Improve the supporting incentive policies for cross-border school-enterprise cooperation, encourage Chinese enterprises and educational institutions to participate in the construction of dual education in Kyrgyzstan, and provide institutional guarantee for resource sharing, teacher exchange and student cross-border practice. Establish a special supervision and management mechanism for bilateral dual education cooperation to standardize the implementation process of cooperative teaching .</p><p><strong>6.2 Realize Complementary Sharing of Dual Teaching Resources</strong></p><p>Make full use of China's mature dual education resource advantages to help Kyrgyzstan optimize its teaching resource system. The two countries can jointly develop modular dual curriculum systems and bilingual teaching materials adapted to regional industrial characteristics, focusing on characteristic fields such as international trade, tourism service, mechanical engineering and language education. Build a Sino-Kyrgyz dual education digital resource sharing platform, realize the sharing of online courses, virtual simulation training resources and teaching cases. Carry out long-term teacher training and exchange programs, send Chinese dual-qualified teachers to Kyrgyzstan for teaching guidance, and select Kyrgyz university teachers to study and practice in Chinese universities and enterprises to jointly improve the comprehensive quality of dual teaching teams.</p><p><strong>6.3 Build a Sino-Kyrgyz Collaborative Practical Teaching Platform</strong></p><p>Jointly build cross-border school-enterprise cooperative practical teaching bases to make up for the deficiency of Kyrgyzstan's practical teaching platforms. Encourage universities and enterprises of the two countries to carry out in-depth cooperation, build on-campus joint training bases and off-campus cross-border practice bases, and provide students with scenario-based practical teaching environments. Relying on Sino-Kyrgyz industrial cooperation projects, carry out order-based dual talent training, realize the integration of teaching, practice and employment, and improve the practical ability and employment competitiveness of students .</p><p><strong>6.4 Construct a Unified Diversified Dual Evaluation System</strong></p><p>The two countries should jointly formulate unified dual higher education talent cultivation standards and teaching evaluation indicators, build a diversified evaluation system integrating school theoretical assessment, enterprise practical assessment and comprehensive quality assessment. Strengthen the participation of enterprises in the whole process of teaching evaluation, take post skill standards and industrial employment requirements as the core of practical evaluation. Establish a bilateral cooperative education quality supervision mechanism, conduct regular teaching quality inspection and effect evaluation, and dynamically optimize teaching conditions and cultivation schemes according to the evaluation results .</p><p><strong>7. Conclusion</strong></p><p>The development of dual higher education in China and Kyrgyzstan has unique national characteristics and common development demands, and the construction of pedagogical conditions is the core factor restricting the high-quality development and bilateral cooperative progress of dual education. China has formed a relatively perfect pedagogical condition system in terms of policy system, curriculum resources, faculty construction and practical platforms, while Kyrgyzstan is in the stage of reform and improvement, with obvious deficiencies in various teaching supporting conditions. The two countries face common bottlenecks such as asymmetric resource endowments, imperfect cooperation mechanisms and disconnected evaluation systems in dual education development.</p><p>Through policy docking, resource sharing, platform co-construction and evaluation system optimization, the two countries can realize complementary advantages and collaborative development of dual education pedagogical conditions. Demonstration Method</p><p>The demonstration method is that teachers show examples, videos, pictures or real objects to students, or do simple operations in class. It is very common in primary school, middle school and skill courses.</p><p>Abstract knowledge is hard to understand for many students. Demonstrations can turn boring knowledge into vivid and visual content. Students can see and observe directly, so they can understand and remember knowledge better.</p><p>Education majors should pay attention to simplicity when using this method. The demonstration content must match the lesson goals. Do not use too many complex materials, which will distract students’ attention.</p><p>4. Question and Answer Method</p><p>The question and answer method is a basic interactive teaching method. Teachers raise questions according to the textbook, and students answer them. Teachers can give feedback and guidance after students answer.</p><p>This method can help teachers check students’ learning situation in time. It can also keep students focused in class and encourage them to think actively.
