         <title>Fall 1865: Black Codes </title>

         <description><![CDATA[<div>Black codes were made and enacted in Confederate states. They were designed to replace the social controls of slavery, after slavery was abolished in the Emancipation Proclamation. Black codes were created to keep the continuance of white supremacy in the south. Black codes restricted black people's right to own property, conduct business, buy and lease land, and move freely in public areas. </div>]]></description>

All these states were required to write a new constitution, and need approval from majority of voters, including Black people.
