         <description><![CDATA[<p>During World War II the United States noticed with many men being pulled to war it left many states shorthanded for workers. The United States decided to pass a bill that would give 52 million dollars towards thousands of daycares across the country.  Parents would pay a simple fee of 10 cents a day so that women could join the work force. Nearly over half a million kids went to these daycares during this time and believed to have long term benefits because of it. After World War II ended so did the funding for daycares which caused an issue for working mothers who continued working after the war.</p>]]></description>

         <description><![CDATA[<p>(The Comprehensive child development Act) This bill was meant to be a more permanent solution to universal daycare. The starting budget would have been a near 2 billion dollars; this bill would have allowed childcare to be almost free for everyone. Congress even passed this bill but was vetoed by President Nixon. </p>]]></description>
