Want: As stated above, I use the CORE data to form small groups, but I am trying to figure out how to have phonics small groups AND reading small groups. Currently I am on a rotation. Two weeks with CORE groups working on specific phonics skills in reading (blends, digraphs, long vowels, etc.), two weeks with guided reading. Because the reading levels are SO different (some students show the same need within the phonics progression on the CORE, but read at a completely different level), it is difficult to combine the two. 

So my question is a management one. How can I form groups for both? Is rotation a good idea? 

With phonics being only 20 minutes, I struggle with the idea of a small group during that time since I am teaching whole-group and working within rug clubs.
