Beatings and lashings were used to force villages to meet their rubber-gathering quotas, as was the taking of hostages. He did not think he was doing anything wrong because he was helping the people in need work for their money. After the events happening in the Congo spread, he was forced to transfer his authority to The Belgian Government. This is why he would kill to maintain his royalty.  Leopold had to depend on a loan from the Belgian government in 1890 to save the territory from bankruptcy. Fortunately for Leopold, the Congo had one raw material that was on the verge of becoming a high-demand resource in many parts of the world and that was Rubber.
