This is because the group of people who were fine throughout the games without any injuries, such as Cato and Katness who didn't receive many main or serious injuries throughout the game other than Katnesse's ear. However in the group where people in the Hunger Games got injuries at the beginning of the games or mid way through such as injuries leading to death. Such as the boy from district 4, Rue, and Peeta. Then Harry's uncle shotued "WHAT HAVE I TOLD  YOU ABOUT SAYING THE M WORD IN OUR HOUSE?"

it took my a while to figure this out but they were tallking about the word magic. I mean they are Muggles (a person who doesent have any blood or drip of magic in them) but why react like that?

This issue was because of his group being injured midway through the games. Also because of the Mutated group with all of the dead candidates being turned into monsters to fight Peeta and Katness just managed to injure Peeta even more. Ever since Uncle Vernon found out that Harry cant use his magic outside of Hogwarts hen locked  Harry in his room and will not let him out. So Harry cannot do anythng to them with magic or he will be expled
