This is of course because the it is a bad job, and therefore they must have done something bad in their previous lifes. By looking down on these people the people of the higher layer will possible be punished for mistreating the manual scavengers. How ever, instead of being thankful, the people who have a great job looks down on these people. In reality they should just be thankful that they don't have to do it. Therefor it is clear that no matter who you are, you are going to have a negative view on the job.
