- Community members don't want to step up more to be volunteers, or to contribute to help others (comfortable with where they are at; narrative of what community development is)
- Comm members fear of affecting r/s with each other --> Perception that staff/external organisations are more knowledgeable/expert, so members shldn't take up the role

Time:
- Perception of time: Community walk, learning conversations. SW in SG are more task-oriented, problem-solving, don't have luxury of time to do things

Linking to relevant resources:
- Need to network to find partners - Even collaborating with other organisations may not be easy as each want to have a win-win r/s with each other, so it seems like it's an additional workload to meet

Cultural Context of SG:
- SG is multi-racial, each ethnic community may have preference over the activities they like to do --> Teams doing Comm work may be of a specific ethnicity; unable to connect with the other groups (?)

According to the Armstein's "Ladder of Citizen Participation", the CV scheme may fall within the consultation and placation stage. 

Placation --> government provides $1000, up to you to do what you want, even though $1000 might not even suffice to tackle the problem. 
In Arnstein’s words: “An example of placation strategy is to place a few hand-picked ‘worthy’ poor on boards of Community Action Agencies or on public bodies like the board of education, police commission, or housing authority. If they are not accountable to a constituency in the community and if the traditional power elite hold the majority of seats, the have-nots can be easily outvoted and outfoxed.”


Consultation --> PA "facilitate" by working WITH volunteers, final approval seems to be from PA at the end of the day. They are the ones identifying and assigning to respective agencies

Nonparticipation --> volunteers are placed in voluntary opportunities without the ability to actually facilitate or contribute to the direction of the programme

- Basic needs are not met well -->  creates a bandwidth tax and thus they may not have the capacity to be involved in such co-curricular 

- Might not have access to childminding services 

- PA: thus there's a need to repackage the idea of this volunteering project to the people involved. Being aware that PA has some government ties so people may have negative associations. Also existing power issues/fatigue between low-income fam and organisations (if still want to connect them to org). To be mindful of how we want to do it and listen to what the people want

- we can write to CPS- to explain parents concerns 
- finding out more information, explain to them what they might need to do/work with CPS
- link them up to the right resources
