Also British forts were still being occupied and they couldn't force them out. To some the states having more power over the government was a good thing. After being ruled by a tyrant king the states didn't want a power full central government. So the states had more power. They were trying to prevent a tyranny. There were good ideas included in the articles of Confederation but the bad ones out weighed the good ones. Mainly the government failed due to little power by the central government. The government couldn't tax or raise troops leading to problems concerning the country.
