Congress passed an amendment in 1924, but the conservative political climate of the 1920s, together with opposition from some church groups and farm organizations were scared of a possible increase of federal power in areas related to children, prevented many states from ratifying it. <br><br></div><div><br></div>]]></description>

Sadie Frowne, a 15 year old girl, worked at a garment factory. In the <em>Call to Freedom</em> textbook, on page 615, it says, <em>"'</em>The machines go like mad all day, because the faster you work the more money you get,' she explained. 'Sometimes in my haste I get my finger caught and the needle goes right through it.'" Safety wasn't an issue many people were concerned about.</div>]]></description>
