1)The article is showing that a crane broke down.

2)They are not telling what happened to the crane operator.

3)The first news paper is written by a reporter who thinks winds could have weakened the crane, however the second newspaper reporter doesn't support that claim and feels the crane operator is guilty.

4)The crane operator's point of view has been left out because they might have been paid money to show a one-sided view.

1}Here the 1st article tries to say that they[ minister] should put the law without thinking about the financial problems to the farmers and also about their rights. Hence, it is not in the favour of the farmers.

2}However, if we see the second headline, it says that the laws should reform but not by harassing the small farmers, their finance and their rights. Thus, this article is in the favour of farmers

3}In both these newspaper's headlines, we can see the major change. It may be because of political reasons or favouritism or also because they are being threaten to only choose a particular party.
