The congress elected him emperor after the Spanish refused to allow a member of their or any other European royal families become emperor of Mexico, like the Mexicans planned. After Agustin was elected emperor, the factitiousness and infighting in the congress continued, and Agustin dissolved the congress out of fears the infighting in congress would cause instability in the fragile country.
