It is frequent for laws to respond to political contexts and priorities which turns into laws that are designed before proper having a understanding of the problems it is to solve and the possible implications of proposals for solutions.
The proposed drafts are seldom verified and many people form different ministries and the legislatures intervene in the composition and development of drafts. 
After the drafts have been drafted they are analyzed and discussed by the respective commissions in Congress. If such rules had been applied in the construction of the law it would be much shorter and clear. 
There are several authorities in charge of the administration of the law, with similar responsibilities but different jurisdictions.
The General law contains provisions detailing minimum procedures  and contents for municipal plans to be developed. 
It is difficult to identify the principal provisions form the subordinate provisions, because the objectives of the law (stated at the beginning) are so general and broad.

The law does not present a definition for disability, making it unclear to whom the law applies and the boundaries of the word. 
In article 4. It is also vague in stating the principles which public policy must observe.
