*10 cumulative days is the total number of days that a student with a disability can be removed and not receive educational services.  Suspension is a removal.  In school suspension is not considered a removal if student still has access to general education curriculum and is still receiving services stated in IEP.  If a student is suspended from the bus, this would be a removal unless alternative transportation is provided.
*Schools must conduct a manifest determination before implementing any removal that would be longer than 10 consecutive days or a series or removals that would total more than 10 days in the school year. The information gathered in a manifestation determination would be reviewed to determine if the student's behavior is a result of their disability.  If so, the school could not carry out any discipline that would remove the student based on their disability.  If it is determined that the student's behavior is not based on their disability, schools may discipline the student in the same manner they would another student.

If this is the case, a student's placement may be inappropriate. More services or a change in services might be needed, such as counseling services or a change in educational setting.
