Batman believes neither are rigged to blow, but doesn't realize that a SWAT team is in pursuit to kill these people because they do not know the people in the ferries are actually innocent.

Two-Face, formerly Harvey Dent, is basically Dent's alternate identity, which is characterized by the burnt half of Dent's body, after an accident he had with a bombing from the Joker that involved Rachel's death. Joker tricks Dent into believing it's all Batman's fault, makes him Two-Face, and Two-Face wishes to undo Dent's work first by going after Gordon and his son, and he plans to kill Gordon's son by basing his fate off of the flip of a burnt coin. Batman comes to the rescue, stopping his former friend, and takes on his sins and responsibility of his actions, being turned into the "villain" of Gotham, instead of its savior.
