I have co-developed a participatory method of collecting detailed contextual information about the different ways people both use water, as well as dispose of wastewater in developing, low-income secondary cities. Information that accesses insights into why people that hold different perspectives make decisions about water usage in these contexts is rare. I understand that is very challenging to plan services that are affordable for all users in your city and I am curious about how you would like this situation to be different? But there are other opportunities that you could use to add real value to these more traditional methods of engagement.  You may have heard about deliberative democracy but not quite sure what it means. 
 
The deliberative process has several advantages over traditional models of community engagement. These include diversity and creativity in finding solutions to complex problems and creating a stronger understanding of all parties involved through mutual empathy and respect. 
 
A preferred model combines traditional and deliberative processes.  Data from traditional engagement can provide excellent input and perspectives to a deliberative process.  A citizens’ jury, peoples panel or mini public weighs up the traditional input plus expert input presented throughout the process.  

The randomly selected participants process these data through the prism of their own values base. You may be surprised at how their deliberations produce real and considered recommendations.
