But color and pattern on the flag is also symbolic and could be integrated bu other means, . You could carry the symbolism of the flag through color and pattern into the piece, A boat??  I'm not sure if this something you are interested in, but I also think there is potential to connect your family's history and experiences to current political and human stories of survival and immigration.
