Required health appts often dictate when a teacher must be away from the classroom. Incentives to "come to work" is ludicrous. Take care of the sub problem. I know at the middle school level they never get more than a 30 minute lunch break. They are shuffled from class to class often to cover the shortages. In elementary they often get the specials time off so maybe prefer to stay at those locations. I would also imagine behavior plays a role. It would be hard to work with older kids knowing they are going to be disrespectful.
