Observation: Senators do not all get elected into Congress at the same time, and that is why there is the idea of serving in Staggered Terms which means that about 1/3 of the Senate seats are up for election every two years.

Observation: Article II, Section 3 of the U.S. Constitution also give the Senate power to review and approve or reject Presidential appointees to Executive and Judicial Branch posts. This power includes appointments to the Supreme Court, Ambassadors, Federal judges, and Presidential Cabinet members.

Observation: Because the H of R's age requirement is only five years younger than the Senate's. They are treated as the lesser of two.
