         <description><![CDATA[<p>Dr. Perry talks about neglect  being most damaging early in life. This is due to the rapid growth of the brain in the first 3 years. He explains that in order for the genetic potental to be obtained, the child needs a variety of experiences. He refers to the Romanian orphans, where there were 40-60 babies and toddlers being care for by 1 or 2 caregivers. He talks about after the children were removed, they grew up with deficits.
