When the President makes these appointments, the nomination is sent to the senate. There the support of a majority of the senators present and voting is needed for confirmation.</div>]]></description>

They are, on Madison's phrase, "the constitutional means" that make it possible for the President to check the actions of congress. The President legislative powers, exercised in combination with skillful playing of the roles of chief of party and chief citizen, have made the President. In effect, the nations chief legislator. It is the congress enact much of the major legislator that it produces. However,a president whose party controls both houses on capitol hill may have an easier time of it than one who faces a hostile congress. The constitution gives the President what is often called the message power.</div>]]></description>

         <title>The Veto Power-be sure to describe how it works, pocket vetoes, and signing statements</title>

         <description><![CDATA[<div>First, The President sign the bill, making it a law, which is usually happens. Or the President can veto the bill, the measure must then be returned to congress. The word veto comes from the Latin meaning "I forbid". Congress can then override that veto. By a two thirds vote in each of its two chambers, but it seldom does. Third option, the president may allow a bill to become law by not acting on it, neither signing nor vetoing it, within ten day(excluding Sundays). This rarely happens. The fourth option, the pocket veto, can be used only at the end of a congressional session. If congress adjourns within ten days ( not counting Sundays) of sending a bill to the white house and the chief executive does not act on it, the measure dies. The veto power is an exceedingly valuable tool in the Presidents dealings with the legislative branch. Even the mere threat of a veto can defeat, a bill or, at least, prompt changes in its provisions as it moves through the legislative mill. When the chief executive makes such a threat, congressional leaders must do the math: Can they find enough votes in both houses to overcome a presidential veto? George Washington rejected only two measures in his 8 years in the presidency, and for nearly seven decades his successors also used their veto pens infrequently. But from Andrew Johnson in the 1860s onward, most chief executives have been much more willing to reject measures.</div>]]></description>
