- Local government was practiced in the American colonies with local town meetings, and forms of representative government were formed like the House of Burgesses.
-Still had ties to England through naming cities and areas of land after cities in England, such as New England and Boston. Colonists also adopted culture from England like architecture and literature.
- Satuatary Neglect was the result of England becoming distracted by war, making them unable to enforce most laws in America like the Navigation Acts. The neglect allowed America to carry on with their own affairs without English interference.
-Some immigrants in America did not care for England, such as the Scott-Irish who fled Ireland due to England conquering most of their home. Also, religious groups who were persecuted for their beliefs fled England for independence — most commonly, the Puritans (Separatists and non-Separitists) and Christians of various denominations.

Colonists residing in the original thirteen colonies throughout the 17th century, mostly rejected the jurisdiction of their motherland. This was one of the causes for colonists to set up local governments, to impose a sense of self-reliance rather than being influenced by proprietary, corporate, or royal policies. Another cause of the development of colonial governments was, that groups of colonists in a settled area needed to have a way for power to be distributed among themselves.

For some, the establishment of a local government was simple and straightforward. For example, the Puritans who settled in Massachusetts had no intentions of following any English guidelines, since their main reason for leaving was to flee persecution. Also, their religion relied heavily on the participation of each individual. This resulted in a simplistic governmental system with governors and representatives.
