They thought of this because USA came ashore to Japan with three black ships full of guns and weapons. Japan was terrified of this sight so , they wanted peace and to not create anymore trouble. So, they accepted the demand Because they were scared USA would go to war with Japan or invade them.

After Japan Accepted the demand, Lots of recourses come and go. Japan was introduced to lots of new recourses they have never seen before such as train engines, books,  weapons, guns, new foods and drinks. Meaning that their ports are open, merchants became richer, country becoming more intro 
duced to new things and the country becoming g more 
developed.
