Who needed to conquer city-states to win wars, needed to be supported by the Romans, needed to prevent more deaths of his family
Who feared of getting conquered, getting killed, and lost another person he loved
Who gave a risking turn that he could have lost everything, gave the people protection along with his city-state, gave a wall to stop other city-states from coming in and conquering them
