1. In New York, teachers can not be fired so they're sent to the rubber room to do nothing and still get paid. Schools start to do "The Lemon Dance" with other schools and pass around nothing but bad teachers.

2. Schools start to do "The Lemon Dance" and start switching off nothing but bad teachers.

3. Teachers spend the most time with students so regardless teachers have a huge impact on students because of that.
