Use the passive voice to emphasize action or when the doer of the action is not important or unknow. To from passive voice sentences, use the auxiliary verbs be and the pastparticiplefrom of the main verb. 
For example: 

Simple present:

Interrogative:
How are notebooks  decorated? 
Simple past:
Fireworks were inventedin china to scare away evil spirits. 
Interrogative:
Where were Fireworks invented?
