It was started  on the American colonists. This was started by the British government. They imposed tax on all paper in the colonies. One time, there came a dept on the whole of the British Empire. It lasted for seven years; 1756-63. In the colonies, only their own representatives could tax them. They thought it was unconstitutional and they started violence to force the stamp collectors to resign stamping for taxes. The parliament repealed it in 1766 and issued taxation. Ten years later the colonists started rebellion. After that was the start of American independence.
