Originally, free speech was just "you can say whatever you want as long as it's not illegal". But over time, this has changed. Now free speech is that you can't publicly disobey Congress during wartime. That you can publicly state false information about someone, as long as they don't say anything about it. As for public expression in schools, you can wear clothing as a sign of expression. But, you can't give inappropriate speeches or allow student-led prayer. In conclusion, freedom of speech hasn't necessarily changed over time, but more rules have been written surrounding it. Many of these rules seem pretty obvious, and like there should've never of had to have a court case for them.
