A good speaker is confident in their own opinions and expresses them with clarity and conviction. They are not easily swayed by criticism and stay determined to their beliefs, even when facing opposing views. However, they are also open-minded enough to listen to feedback and consider different perspectives. They mostly uses PVLEGS in order to deliver a strong message to their audience including poise, voice, length, eye contact, gestures, and speed.

If the speaker communicates their main idea successfully to the audience, it is considered a “good speech”. For the audience, the speech has to have a clear and accurate diction, which everyone can hear within gestures that support the speech to be more understandable and well-communicated. The text itself has to be written well, which attracts the audience’s attention, making the speech more impactful and less boring. Using rhetorical devices and adjusting the voice volume can be one of the methods to make a higher-quality speech.

Using pathos and personal anecdotes.

I believe that the difference of speech and academic paper comes from the direct interaction with audiences. Then, it's highly crucial to stimulate listener's emotion to call an action, applying pathos skills. To show pathos, personal anecdotes can be effective tool, because personal anecdotes amuse audiences in comfortable atmosphere, eventually leading to the connection with speaker's message or emotion.

A good speech could be both having balanced in the message and confidence.

These should be all balanced because even the message is very effective and persuasive, if the confidence lacks, most would not be able to understand about the message. Also even if the speaker has enough confidence but the messages is not persuasive, the audiences wouldn't be able to get engaged. While taking a speech, adding gestures and maintaining voice full of life would even deliver a strong message.
