All the decisions made are on a national level, then applied to the local diplomacy. From problems observed on a local level, the government tries to produce the best policies in order to take care of that topic. 
The 1970s set of laws are a perfect example of how it worked for Japan. Free healthcare for those who were 70 years old and over was introduced in 1973, healthcare expenditure for the elderly expanded, and increased a financial burden on the government. After that, the Health and Medical Service Act for the Aged in 1982 started to impose copayment for healthcare on the elderly, and also emphasized the importance of health promotion from the middle aged over 40 years old.
Also, in Japan there is still no traces of any partecipatory process about elderly issue and we can safety say that the main approach is a top-down one.]]> 2018-05-09 06:39:14 UTC https://padlet.com/monica_camuffo/policy/wish/259169113 Venezuelan Arc Mine in the Amazon region, (South America) https://padlet.com/monica_camuffo/policy/wish/264840479 After investigating about the Venezuelan Arc mine and considering the main influencers and stakeholders, I strongly believe that the government has a crucial role in providing security and order around the Amazon region, which will consequently bring business confidence and social cohesion. It is  imperative to guarantee the long term survival of the soil and natural environment, by providing the appropriate equipment and expertise. Mining activities are risky and human labour demanding, this is why I suggest bringing foreign knowledge and allowing local miners the possibility of formal training. 

In general, I am confident that in the future the rule of law will prevail, which is the pillar for sustainable mining to occur. Moreover, this will bring better living standards for the population, provided that a circular flow is designed by mining companies between what is extracted, its economic revenue and the Amazon Mine arc environment. The government is the first manager and responsible institution for  this process to successfully develop.
