Louis summoned the estates general because France was struggling financially. The assembly included the clergy, nobility, and the public. France's involvement in the Seven Years' war and the American war of Independence made them more in debt. The budget shortage was 56 million. They created new taxes to help with the debt. The people were angry and this led to the Revolution.

The National Assembly started the idea of a representational government for France. The assembly was held at the tennis court in Versailles. Here they fought to have a constitution. This turned into the assembly shooting into the crowd. In September they finished the constitution. This led to a constitutional monarchy where the legislative branch has power but the king allows for veto.

The National Constituent Assembly abolished feudalism. Peasants no longer had to work for the feudal landlords. Paying taxes was reduced and they were freed from serfdom and they didn't have to pay their debt to the landlords. This was set in place to end the violence in the countryside. Duke D'Aigullion proposed this idea. His goal was to abolish feudal rights and suppress personal servitude.
