      <description>Scenario 1:

Ms Whiley is an experienced VCE Biology teacher at her school. A new colleague is allocated to teach the parallel year 12 Biology class. Over time Ms Whiley realises that the new teacher does not have strong expertise in this subject and is struggling to teach effectively at the VCE level. Students from the other teachers’ class have been coming to her seeking help and complaining that their teacher doesn’t know what he/she is doing or has given them wrong answers to their questions. The school is in a regional city where Ms Whiley knows some of the parents of students and privately some have asked her if their son/ daughter can be transferred to her class.
