         <description><![CDATA[<div>The document was created as a solution to representation of states. Slaves weren't considered citizens back in the day. The problem with that is that some states still had slaves while others were free states. So southerners wanted to count all there slaves so that they could have more representation for the democracy. Northerners considered black people citizens. They felt that they should be considered as a part of the democracy because they were people. They didn't want southerners to gain more representation to be able to take advantage of the fact that they had multiple slaves.</div>]]></description>

In the NOrth they wanted to only count freed slaves as a vote but in the South they wanted to count all of their slaves so that they could get more votes in congress although they didn't want their slaves to vote. This was found in The US Constitution.</div>]]></description>
