The LTB decides on the hearing that is needed. 
1. Oral hearing: landlord and tenant go in front of the judge and present evidence. 
2. Telephone or video: file any documents before the hearing. You give evidence and explain position over the phone. 
3. Written hearing: file a written explaination of position and supporting documents. The member considers and review documents. Applicants use the "Above guideline Increase and Application to vary the amount of a Rent Reduction."
