In it, Konoe called for the eradication of racial discrimination. He also proposed a racial equality clause to be included in the covenant of the League of Nations(LON). The clause called for the equality of all foreign immigrants to countries on the LON, regardless of race and/or nationality. There wasn't unanimous agreement so Woodrow Wilson, the President of the USA. It failed to gain approval of Britain and Australia, therefore rejecting the clause, causing much unhappiness amongst some Japanese, as they felt that they weren't given due respect by the Western Powers.

As Japan had to reduce more of their naval strength compared to Usa and Britain and felt that it was unfair and biased against them. Also since they have to reduce their naval, they were less able to protect themselves when war breaks out.
