Throughout the 1930’s the government contributed to child care for workers during the great depression. They did this by establishing emergency nursery schools, which were part of the Works Progress Administration (WPA), which were for unemployed parents enrolled in WPA programs. The first investment into childcare was made in 1933 to help address the financial crisis that was happening at the time.

In 1940, the Defence Housing and Community Facilities and Services Act, or the LanhamActt was passed, which greatly impacted the American workforce as well as many children in America at the time. This act helped fund childcare throughout World War two for preschool and school-aged children. The main goal of the act was to encourage mothers to join the workforce, and the program funded schools and childcare facilities that served thousands of children.

1960 - New theories on children development started to increase interest in childhood education.

New theories that were emerging at the time started to shape childhood programs. Theories like constructivism, behaviorism, and ecological systems theory have changed the way we design curriculum. The shift of curriculum design that these theories caused has led to an increase in involvement in a child's early education, which makes the need for early childhood programs more pressing. These theories have brought attention to the fact that a child's early education plays an important role in their development.

The Child Care and Development Block Grant (CCDBG), which was authorized in 1990, was an initiative aimed at low-income families to help with the costs of childcare. This law allows states, territories, and tribal governments to receive cash from the federal government that will help subsidise the cost of childcare for low-income families. This law plays an important role in making childcare more affordable and accessible to all children.

2008 - the Great Recession made it clear that accessible affordable quality childcare was needed.

OPrograms in the United States at the time brought attention to the fact that quality child care was urgently needed by parents at the time. Due to the recession, household income rates dropped, yet the need for childcare increased as more parents had to return to work. Parents who had children enrolled in daycares were often late on payment or unable to make them at all, which led to children not getting the care they needed. This made it clear that more safety nets needed to be in place so that children would always be able to have access to quality childcare that parents could afford.
